Overview
The mission of the English Language Learner (ELL) program is to produce language learners who are socially and academically prepared to be successful students in the ICCSD. The goals of the program follow:
2007 English Language Proficiency Standards (TESOL)
- Standard 1: English language learners communicate for social, intercultural, and instructional purposes within the school setting.
- Standard 2: English language learners communicate information, ideas, and concepts necessary for academic success in the area of language arts.
- Standard 3: English language learners communicate information, ideas, and concepts necessary for academic success in the area of mathematics.
- Standard 4: English language learners communicate information, ideas, and concepts necessary for academic success in the area of science.
- Standard 5: English language learners communicate information, ideas, and concepts necessary for academic success in the area of social studies.
The ELL program has a structured, rigorous content-based curriculum. Content-based instruction uses a content area such as science or social studies to acquire and practice English skills students will need both in their interpersonal communication with peers as well as the cognitive academic language skills needed to be successful in their regular classrooms. Students gain competencies in both the content area and English language using this approach.
The ELL program serves approximately 350 K-12 students. Each student receives daily instruction. Class time varies according to linguistic ability and age. This instruction is supplementary to the regular classroom program. The ELL and classroom teacher communicate on a regular basis about the student's language learning and cognitive development.
Students from more than 40 countries and multiple languages attend school in Iowa City each year. The ICCSD is enriched by this group's presence in our student population, and our learning community incorporates the family's diverse expertise into the district's curriculum whenever possible.

Instruction is offered at the beginning, intermediate, and transitional levels to supplement the mainstream classroom environment. Students receive one to three instructional periods of ELL assistance each day depending on their needs. During the remainder of the day they are mainstreamed into appropriate classes. The Iowa City Community School District is enriched by the cultural diversity of its students and encourages these international students and their parents to participate fully in all educational programs.
